I contacted the people in charge of this RFP. It seems they will not consider any open source CMS solutions. The exact quote I got back was, "Unfortunately we are only looking at MS based CMS and no open sourced will be considered."
While I have trouble understanding why anybody in 2009 would take this position ("sorry, we'd rather overpay for a proprietary solution that locks us in"), as there are so many great open source options (including many that run on Microsoft servers), anybody considering writing a proposal for this should take this under consideration.
